I can’t see my cycling goals in the garmin app

I set a cycling goal every year on the garmin website but I can’t find it on the garmin connect mobile app? Can I only view my goals that I create on the web and not on the connect mobile app ?

Currently not possible in the app. From your phone you can still access https://connect.garmin.com/modern/goals/active to open your phone's web browser and access your goals that way.
