Garmin Connect app states "No Bluetooth Connection"

On iOs 16.5, the Garmin Connect app states "No Bluetooth Connection" when trying to pair my Vivomove HR to the app.  The watch and phone both have bluetooth turned on.  I have tried deleting the app and downloading again and hard resetting the watch, but it still does not connect.  The app recognizes the watch, but will not sync to complete the connection.  How can I resolve this?
