So my average daily vigorous minutes are 27 yet under fitness age all of a sudden it’s showing zero for intensity days? Was working fine up until recently.

As I wrote, whether you make HIIT, or not, is irrelevant. You have to make at least 15 vigorous minutes within 30 minutes of time. There is no mention of continuity. You best share the link to your activity, and a screenshot of the Intensity Minutes graph for that day, so that we can tell you why the Vigorous Day was not awarded.
How old is version 4.53.1.2
I do not know. Minimally since Friday I'd tell, but perhaps longer. However, the Apple Store does not distribute new version updates to all devices in the same time.
I think there is a bug with the activity age as right after I added a manual weight (it wasn’t asking for it), it now shows my vigorous days again as 1.7 for the last 4 weeks.
Yes, that can be indeed the reason for not having the Fitness Age updated. It is described in the documentation at What Does Fitness Age Mean in Garmin Connect?
If your weight or body fat percentage measurement is older than 7 days, you will need to either add a weight manually in Garmin Connect or use a Garmin Index Smart Scale to record a body fat percentage in order to receive your updated Fitness Age.
I'm not sure what did it but a day after I posted this it showed I have reached my vigorous days goal again after showing 0 over the last 4 weeks when I posted this. Maybe it was a manual weight update or??? Not sure but it now seems to be working.
