iPhone 8 ios 13.1.2 keeps asking for permission

I was told to ask this here by:  https://forums.garmin.com/developer/connect-iq/i/bug-reports/iphone-8-ios-13-1-2-keeps-asking-for-permission

To recap, iphone 8, ios 13.1.2 keeps asking for location permission every 3 (or so) days.  I choose, "Always Allow" each time.
