iOS 13 had new permissions for Bluetooth that are on a per app basis! iOS 13 should at some point come up and ask if you would like Garmin Connect to continue using Bluetooth. If you select no, then the app will no longer be able to access Bluetooth on your phone.
To enable/re-enable Bluetooth for Garmin Connect specifically go to Settings-->Connect and turn on Bluetooth Sharing.
You should get a prompt for each app that tries to use Bluetooth after the iOS 13 update. Also after updating to iOS 13 when you install a new app it will prompt for allowing Bluetooth access as well.
TLDR: If you can no longer connect to Bluetooth from Connect in iOS 13 check Settings-->Connect and make sure Bluetooth Sharing in on.
