I too have had issues with LiveTrack for weeks, then I found this thread and decided to investigate.
I managed to fix the issue by:
* re-enabling background updates on the iPhone Preferences (I don't remembering having disabled that in the past)
* removing manually entered email addresses for LiveTrack and adding back as Contacts from the Connect preferences. For each contact I had to select which email address to use
I tried a test run and immediately the LiveTrack feature started as in the good old days.
So yes, something broke it but definitely it works.
Just spoken with Garmin Support UK today. They say Apple have built GDPR protection into IOS recently and it is this that is preventing Livetrack autostart working as it requires the user to select access on each occasion. Garmin are in discussion with Apple re a work around apparently. In the mean time don't expect autostart to work using an up to date Phone. if correct why has no support person just told us this given all the many queries raised?

This method does not work. Well, it works maybe one time for me. I have tried this over the last few days and it works for the first run. However, on subsequent runs I get the "Livetrack Failed" message. The only way to have LiveTrack reliably work is by manually starting it.
I FIXED IT!!! After no Livetrack since the last update & trying tonnes of iPhone settings none which worked.
Heres what did!!!
1) In Connect App - go into Connections, click on Orange icon at top.
2) SAY YES - to synching Contacts
3) Go back & click on LiveTrack, make sure your current people/connections have synched.
(Mine had automatically)
4) I added my own work email in here to test also.
THATS IT
It now works, like it used to!!!

Sorry for my poor English, first of all.
Let me try to tell you how i solved problem with LiveTrack on Garmin and iOS. Garmin Edge 530, iPhone 7. iOS 13.4.1, Garmin Connect ver.4.29.2.
After trying to start LiveTrack (auto and manuall - doesn't metter) - it was Failed message. I did not want to sent e-mails, i wanted just a GroupTrack to be working. So, i did not press e-mail list. But when i pressed it - iPhone asked a permition for access to my contacts. After that Live Track still doesn't work. I put my own e-mail there and mirracle happend! It started working, Auto and manually. Seems that it need to be at least one e-mail in list even if you don't want to send e-mails.
