Garmin app notifications still default to on for newly installed apps 8 years after the issue was initially raised. See this closed (why?) thread: Smart Notifications default to on with newly installed apps
It's a real nuisance to me, as I want absolutely no notifications on my watch except workouts related ones during workouts.
