Wondering if it's being truncated somehow. What does it look like on Garmin Connect Web?

Just checked mine. It's the same. But I don't normally take to time to record my recovery HR.

Tested again, this time after I stopped the activity and before saving, I selected "Recovery HR."

Let it do the 2-minute measuring.

Then got an accurate Recovery (at least based on a 5-minute test activity)

Checked the app and it was the same.

Seem to be having a very similar issue with the Recovery Heart Rate. Will try the manual test you did.
