It's probably "usual behaviour" (not related to your devices only) - the same is happening with my Venu2
Upcoming alarm notification is send to my watch, but not the alarm notification - both from the same application "Clock" (com.google.android.deskclock)...
I have similar problem with the "Settings" application Notifications from "Settings" app (com.android.systemui) are not working

After I read this review on the Play store
I decided to uninstall all Clock's updates (baseline version was 6.1.1 in my case) and test some version up to the current 7.2
So I can't confirm Lauren's review....
I have to note I'm running older version of Garmin Connect app (4.55.1) because of this issue (I can't see a single reason to risk similar issue with a new GC app version).
In the case you are running up-to-date GC app version - try to install some older Clock's version - maybe it will work for you.

When the alarm triggers the phone has options for "snooze" or "stop". The watch now doesn't even show the alarm notification.
I still get notifications for emails, calls, texts, etc.

Well... I'm not sure about this.
It looks like Clock 7.2 somehow changes the way how the notification is "generated".
Maybe it's the same now as in case of the "Settings" app I don't receive notifications from (described in the linked thread).
From my point of view the problem is GCM app - it's not able to read/forward all notifications.
