That's because the HRM Dual and HRM Pro have also Bluetooth connectivity, and not only ANT+ like all other Garmin HRMs, and hence can be used also without a Garmin device, directly with any phone app for BT HRMs - and there are so many on the market that it would not make much sense creating their own just for that.
Hence, I would not call it false advertising. False advertising would be if they claimed the HRM Dual can be used with Garmin Connect standalone, because that is true just for the HRM Pro. You can finally see it directly on the product page of every Garmin HRM:

Or pay nothing when using any free app for HRMs. Or getting the refund, and hence paying nothing again. It is not because Garmin are shysters, that you bought the wrong product, but because you did a unwise purchase, without getting any information about the device you were buying. Would you read the specs, the produt page, or reviews, or would you do a simple google lookup, or would you ask the dealer, instead of basing your decision on guesses, you would not be in this situation.

Second, your feedback has been heard and we will look into providing more clarifying information on our packaging. Our current packaging is in no way meant to trick or deceive anyone. The HRM Dual is compatible with many smartphone apps that accepts HR data over the BT Smart protocol.
Garmin Connect Mobile does not have any functionality to record, pair, or store HR data in a way that would record an activity. This is a feature that we have in our devices, which then upload to the Garmin Connect Mobile app. I apologize for any frustration this has caused you, and again, this feedback has been passed along and we appreciate you sharing your experience.

I have the same issue, and I must say that I WHOLLY agree with @wsurfa about the misleading wording on the packaging etc.
I have a HRM dual, Speed sensor 2 and Cadence sensor 2, a setup for indoor cycling. Is there an app that will allow me to use them all together and see the data in one view? I had assumed this would be the Garmin app, as with my previous Wahoo setup, but after reading this I guess not.
