Assuming this is not related to the outage, as you might have unrecoverable step data from July 23rd. See this thread: Steps missing from outage period.
If your issues are occurring even now, you can try power-cycling your device and phone and/or syncing with Garmin Express on your PC or Mac. Otherwise you can try the more extensive list of troubleshooting steps here: Sync / Connection Troubleshooting Guide
