I also have a Vivoactive 3 and just looked at the folders on this watch it has Garmin/Summary with lots of files .fit files in it including ones created on the 23 & 24 I suspect these are also daily summary files. So if I had been wearing my Vivoactive 3 during the outage I may well have got my daily summary steps back but I wasn't. Usually steps between my watches will sync (sometimes I wear both on the same day) but as Garmin connect was down they didn't, and I was only wearing the 735XT anyway.
Conclusion you might get your steps back automatically depending on what type of watch you are using and if it has the Garmin/summary folder. It would be nice if someone in Garmin could confirm that they folders are for.

the daily summary files are updated daily so if the info is lost in garmin connect and you didn't keep the files for both days 23 & 24 then your daily summary data has been lost.
I'd assume the files get deleted from the watch once synced to Garmin Connect. If you don't sync your watch regularly (like for example during the outage), then - depending on the watch - it might store up to 7 or 14 days of daily activity data.

I am in the same situation but I don't know the exact steps I did. After the "saving circle of death" that weekend i lost one activity the first day and the whole second day.
What was strange though is that the watch had the right steps locally and the daily goal green checks were present for all days. If the Garmin app could get that data would be great for everyone. Otherwise it is not worth calling and asking a person to fix it only for me even if they could.
Today I met the 60 days challenge so I am giving myself a virtual badge. Complete PITA though as before I had a 23 day streak and missed the 24 by 11 steps because I forgot to check. Almost 83 days streak.
