Garmin connect not seeing correct firmware & blocking watch face install

I am trying to install a watch face on a replacement Vivoactive 3. My previous one had it.

On the connect app for the watch face it says I need to update the software on my phone. My phone is at 7.3 firmware but Garmin connect seems to think it's at 6.6. Despite rebooting the phone and trying over multiple days.

how can I get past this?
