Why can't i update my device to download apps? When i connect to Garmin Express it says I'm fully updated, but when I try to download device compatible apps, they say I must update first.

I've been trying to download apps for my fenix 5, but they all seem to require updates. I check that they are compatible with my device and connect my watch to Garmin Express, but this tells me I'm fully updated.
