I don't have any of those phones, and it is unfeasible to try to keep an older version of GC on my phone. I have a Samsung SM J320V on Android 7.1.1, which is the latest version for this phone. This inability to login means I cannot use any of the Garmin or Strava live features. Very disappointing.

You can still use Garmin Connect Express on a computer for the syncing over USB, and Garmin Connect Web & Strava too.
trux, of course, and I do use Express. My point was about the Live features, such as Live Segments, Beacon, etc. None of those"on bike" features are available to me due to this bug. Sure would be nice if Garmin would fixed their application.

It seems that your phone is simply not supported - a very similar model name is listed on the Support document Garmin Connect App Minimum Device Software Requirements as an uncompatible device:

From the description on that Support page, it looks like in some cases the problems can be resolved by the troubleshooting of the BT connection. If it is that case with your phone, and if you tell it already worked, then the Sync / Connection Troubleshooting Guide could help you to find the right fix on your phone.
This error is not yet at the BT connection step. It is the login to the app for the first time on the phone, which is prior to the app actually connecting to the head unit via BT. I also had this issue some time back with the Dropbox app on my phone. It was resolved by Dropbox in a new point release. There is some discussion on some Android programming sites that suggests that the Garmin app developers could solve this by more robust coding practices.
If the app previously worked, install an older version of the GCM app from a public APK archive (one from the period you know it worked). There are plenty of APK archives. I used for example this one, couple of times - just a warning - these installation pakages are not official files, and theoretically could contain some malicious code (though I did not have any problems with that particular source)
I am able to install and connect with the 06-2019 version (4.20). I will also have to turn off auto-update of all apps on the phone or it will get updated inadvertently. I'll give it a try for a few rides and see if it consistently works. Thanks for responses, trux
