The distance doesn't calculate while cycling. How can I turn this on?

When I use my vivoactive HR while on my bike, the time setting works, but the distance does not track. How can I turn that setting on?

Just start a Cycling Activity. It uses GPS to track your distance. Unless you meant an indoor bike. In that case you'll need some sensors. You'll find tutorial videos covering both cases on Youtube: https://www.youtube.com/results?search_query=+v%C3%ADvoactive+HR+cycling

In case you did all correctly, and started a cycling activity, but the watch did not record the track, then it is probable you did not update the watch since a longer time with Garmin Express, and the ephemeris satellite data is expired. Find the instructions here:

My problem is NOT that it doesn't record the distance when I'm done, it's that I can't get a distance elapsed WHILE biking. Once I hit stop, it will showy accumulated distance but I want to see how far I've traveled WHILE biking.

You did not tell what device you own, but on most of them you can customize the screens in any way you want, though the travelled distance is typically already present on the default screen. In doubts, consult the user manual for your watch, and look up how to customize the data screens.
