What exactly brings you to this assumption? If there was a general problem with Garmin, shouldn't we all have connectivity issues, too?
Did you try all the tips from the syncing troubleshooting list in the following thread? Do not skip any, and pay special attention to those specifical to Samsung.

I do not think I ever claimed it, but OK, let me reformulate it, so that you understand better: "If there was a general problem with Garmin, shouldn't every other Garmin user have connectivity issues, too?"
2. Yes.
In that case I would try linking the device with another phone, and if it fails connecting too, I would return the watch to the store, and exchange it for another one. You can also do it right now, if you are realy persuaded your phone plays no role in it. If you do not trust Garmin anymore, choose another brand.
