However Garmin should provide system to allow both notifications
I do not think Garmin really could have the manpower to monitor the market for the existence of all 3rd party applications that in some way modify the standard way Android sends call notifications, and develop a solution for every such existing app. It is rather the role of the 3rd party app to forward the call notifications in the same way the OS does. If it is not done or not possible, you cannot blame Garmin for the failure.
