Ok, found an interim solution. Need to disable all 3rd party caller apps (in my case, Drupe and Truecaller). Once Phone is back the default calling app, it works.

Go to Garmin Connect
settings>smart notifications
find Truecaller and switch if off

What if I am using Trucaller for SMS? SMS are not shown on the Garmin... what can I do if I don't want to use the built in messaging but prefer Truecaller cod the spam blocking?

Check Truecaller'd documentation if it can forward the SMS notifications. If so, enable Truecaller notifications in Garmin Connect settings » Notification » App Notifications. However, you won't be able to use the Reply function on such notifications. If you'd like to continue using the reply function for SMS with Truecaller enabled, you'd need to speak to Truecaller and ask them to preserve the original format of the SMS notifications, including the right sender's number or ID.
It would be better to disable the specific notification in Truecaller.
