It started working today, on first try. Slovakia. Without any restart. Though it is app problem, not related to watches or mobile type.

It worked for me as well. I tried 15-20 times as well and 1 smartphone reboot between that :)

I had same problem Garmin Vivoactive 3 music and samsung galaxt S10e. I fixed problem by activating VPN! And now i can add and activate new card!

It also did not work for me when my phone language was set to native language. When i switched my phone language to English, changes also app language and after that it worked with first try, i was able to add a card without errors.

Worked for me once. I counted the tries: 27, always tried mastercard. I would be interested if that's what Garmin calls a decent experience with the app. 
 
 Hello?! Anyone here from the Garmin-Team to give a statement or say just anything? That would help me not to feel screwed.
