I have just bought a Vivoactive 3 and paired it to my Pixel 3. All the notifications are working except for incoming calls. I just get the missed call notification, no ringing nothing.

Looks like a new Google Phone version was released (show up as yesterday, Jul-15)...same problem exists.

If you desire you can also revert to the previous version of Google Phone: 31.0.241960258 April 26 2019. APK Mirror has it and works fine.
I've also had this same issue on my Fenix 5x with Pixel 3 XL. I have tried several different versions of the Google Phone app. The only one that I've found that currently works is Version 31.0.241960258 (April 25, 2019). Unfortunately, I have tried all of the current releases, including the beta releases. Something Google changed within the app itself is not allowing the calls to go through when the phone is locked.

No change. No fix and no update from Garmin.
The latest version of garmin connect mobile seems to have fixed this for me.
My version of this problem was slightly different to others., but sharing in case it's helpful. My Garmin Epix was connecting to my Google Pixel 2 for phone calls, but not texts. I tried all the usual settings etc with no luck. I then did four additional things, which in combination fixed it. Can't be sure which it was, but I suspect #3: 1. updated Garmin connect app on my phone; 2. Updated the text app on my phone (Messages by Google); 3. I changed the default google account on my phone from a work one to my personal gmail one. I can't remember quite where I did this, but possibly Settings/Google/Manage your google account (I think I did it differently and can't seem to repeat it, but guessing this would work); 4. restarted my phone.
