I found the fix if any of you still have the issue!!!
You will need to connect your garmin directly to a computer with the charge cable.
Go to windows explorer find the Garmin device and go to Garmin/remotesw…

still not solving my issues of GPS.
any other alternative solution
The epo.bin file appears, but as soon as i remove the Garmin device for the USB it delets the epo.bin file itself.
I updated everything (Device + Garmin Express) and same problem.
For what it is worth, this is working for me. Download the epo.bin file from here: https://www.javawa.nl/epo.html
Then I put it on my Vivosmart manually using file explorer in the remotesw folder. (Not connecting to garmin express) To be sure I mark it as read-only in the properties of the file (windows) to make sure it is not deleted.
When starting an activity it still takes some time on a spot with no large buildings to block the satellites, hard to say how long exact because at that time I am eager to start my activity, but ballpark a few minutes.
