On my Pixel 3 I excluded the camera from the app permissions, and for a long time I couldn't figure out, why Find my Phone didn't work anymore. As soon as I gave Garmin Connect permissions to use the camera, both sound and flashing light worked again.
This worked for me too (rebooting my forerunner), and the same behavior -- one ring and stops until you clear the notification that the phone was found. Then it goes back to the "Locating..." screen and does the one ring again. Also only works when app is running...
Edit: actually sometimes when "Locating..." is on it will ring and keeping ringing, other times will ring and then stop.
The volume on your phone is set too low for the Find My Phone function. Try find my phone again from your watch, and while it is buzzing, increase the volume of your phone. The sound will come up. I still cant figure out how the sound for various applications is managed on the iPhone but this is the only solution i've found so far
