Smart notifications no longer working on Fenix 3

I use a Fenix 3 running the latest firmware paired with a Moto X 2nd generation running Marshmallow.
The combination has always worked very well. However, over the last week, while syncing and widgets still work fine, smart notifications have stopped coming through. I got it to start once by reinstalling GCM and restarting both watch and phone, but two hours later it stopped working again and there has not been a single notification in the last two days. This coincides with the updates to 3.3.1 (working rarely) and 3.3.2 (failing completely). I have hard reset the F3 and all that achieved was duplicating half of my activities in the last month on Connect.

Anybody else seeing similar issues, on the F3 or other platforms?

    I've just bought Fenix 3. Installed GCM v3.4.1.2, updated watch firmware to v6.9. Sync works well, I can install new watch apps, BUT I don't get any notifications to my Fenix watch.
    Set notifications permissions for GCM, added apps to GCM notifications list, but still nothing. Cleared apps cache, restarted phone, watch.. nothing.
    By the way, I have Pebble Time watch and there is no any problem with notifications.

    UPD: Аfter a while, I've started to get notifications from Telegram on my Fenix. I hope it won't break down.

    You said telegram smart notifications is working on your Fenix? What did you do to enable this? On my whatch, Wasapp notifications work by defaults but I use much more Telegram then whatsapp...

    Is there anyone else who received Telegram messages on their watch?

    I get the unencrypted messages on a Fenix 3, unless there are emoticons in them (results in a black symbol with a ? in it). The only thing I did was add Telegram the list of apps from which GCM should forward notifications.
    Encrypted messages ("secret chat") show only "Telegram You have a new message" on the watch.
