I had the same error just today, Nov 23 2021. I honestly don't know what fixed it but I'll list all the things I did:

I am having the exact same issue. I tried the recommended solution in another thread - deleting the keychain item, but I'm still having the problem. Help!
The same think is happening to me, but I see nobody has received an answer to this problem! Does anyone have any ideas?
I'm having the same error. I've followed previous threads: remove Keychain, uninstall and reinstall Express, validate the safari setting, etc. Did this process and expressed worked several times then just stopped working again. Why?

So I never followed the keychain advice or anything like that, mine just eventually worked. When I was having this issue, I think there was a much bigger problem on Garmin’s side that they have since resolved. Sorry this isn’t any help.

I hope that the actual answer is much simpler than this, but I am not interested in debugging Garmin's app--that is their responsibility. And they should do it.
