You may be getting a similar error but there's no real way to tell unless we are able to look up the logs. Just in case this is the exact same thing I have gone ahead and cleaned up the account product keys. I have removed your 2016.10 map update and made sure your 2015.40 is the current map on your device. Please delete the device from Express and re add it. Once this is done Express should prompt you for a new map update.
