I am sorry for the troubles. Garmin Support is closed on Saturdays. I was able to duplicate the issue and I have created a case on it with our IT department. These usually take 3-5 days to get corrected. You will receive and email once it is resolved and the TOPO maps will be available for download. If you cannot wait that long and would like to request a credit please contact Garmin Australia. They would have to process any type of credit since I am in the US.
I have the same problem. Bought a new 62S handheld and just bought the Australia/NZ Topo maps - only issue is I cant download and install the maps to the GPS. I get the message'"Failed to activate DLC on unit with UnitID:3881958460"
Tried the Garmin support email and that does not work either.

I just bought City Navigator for South America NT for my Garmin 64ST and get the same error "Failed to activate DLC on unit with UnitID." Amazing no one works at Garmin over the weekends. Amazing no help with this issue is posted on this thread. Hope I can get some customer service help tomorrow!!
