Garmin Express 7.16.0.0 Unable to install City Navigator North America 2024.10 to Computer

NO, this has not been fixed.  I just downloaded the lastest version of Garmin Express. 17.16.1.0.  I can download the latest City Navigator Maps to all my Garmin Auto devices, but it will not let me download the maps to my PC.  I get the same error message.  I've tried turning off my antivirus, malwarebytes, changing the folder from read only and running Express from the admin mode.  Still no resolve.  I'm open for any more suggestions, but spell them out as I'm not real computer savvy when it comes to getting into the computer code. I'm running Windows 11 on a PC.  Thanks.

  • I have struggled with this for hours this weekend, without any luck. I even installed ancient versions of Garmin Express and tricked them into not updating by temporarily disconnecting my PC from the internet. 
    I uninstalled Basecamp, Garmin Express, Map Install. Hard rebooted the GPS. Installed the map for a second time onto my Zumo 396, changed the permissions for the entire ProgramData folder, ran everything as administrator etc. Nothing! Unfortunately I uninstalled the old map first so now I have no map on Basecamp unless I plug in my GPS while using it.

    It is frustrating that Garmin makes such robust hardware accompanied by such lousy software.

  • I made the same mistake of uninstalling what I already had on my laptop, so am unable to use City Navigator with some of my other mapping software.   Would be nice if they'd get this issue fixed.

  • I am having the exact same problem.. I can update my devices but am unable to install the map to my Windows 11 PC

  • Same issue. Like 718560, I tried everything possible. One additional note (and I will be reporting to product support once I have time later this week) - my first fail came on update of a newer Drive Smart. When I connect that to the computer the 2024.10 map shows up TWICE on the dropdown list in Basecamp and clicking on either of those gives some message (I will write down before I call in) that says/suggests that the map is duplicative of one on my computer (where it in fact never downloaded). I'm wondering if in some hidden file (even after reinstall of map and express, etc) Garmin Express THINKS the first install to the computer worked ad so Express will not let you install it to computer a second time. (I've read that if you install it to the wrong folder - which I didn't btw - Express wont let you then download again to the right place, you have to either remove the first install or move the files manually.)

  • A common thing here seems to be the use of Basecamp, hence the wording in the subject "to computer."  This was initially a problem to many people with GE 7.16.0.0 first came out.  See the thread at https://forums.garmin.com/apps-software/mac-windows-software/f/garmin-express-windows/322732/garmin-express-7-16-0-0-unable-to-install-city-navigator-north-america-2024-10-to-computer#pifragment-1303=2 That was supposedly resolved with 7.16.1.0 but that doesn't seem to be the case.  To anyone with the issue, if you turn the option to install to the computer off, will your device properly update?

  • Yes, can install just to device fine. In fact, when choose install to device & computer, express seems to first download to device before encounters error trying to install to computer - that is to say that while you get a message that there was an error in the update, a check of device shows it has new map while nothing has happened on computer - not even the creation of a subfolder for 2040.10 in C:ProgramData/Garmin/Maps. Once device has the map, the only Express options are to reinstall the map to the device or to install to computer - the second choice goes to the initialization (step 1 of 2) then almost immediately shows the error message - in about 5 seconds.

  • BTW - note the initial post in this thread begins with "No this has not been fixed" (at least not for everyone).

  • Yes, there is no problem installing to the device itself, instead the subsequent downloading to the PC, default folder ProgramData/Garmin/Maps fails.
