Garmin Express installation issue on Windows 10

I'm unable to install Garmin Express 7.11.1.0 on my Windows 10 laptop.
I keep getting the following message:

Garmin Express could not be installed on this computer. Try installing again.

Error 0x80070490 is usually an indication of file corruption in the System Component Store or in Component-Based Servicing (CBS) that is preventing NetFx472Redist from being verified and installing. you will need to repair your Windows 10 installation before trying to install Garmin Express again.

I have a similar issue on Windows 11 - fails with a different error code: 0x80070643 and a manual de-install fails with same error code. So I cannot install or de-install

Used revo uninstaller pro to do an uninstall - ... and re-installed the new version .. that worked ... but not sure for future upgrades if problem will re-surface

I've noticed GE installation issues a few months ago.
