Cannot upgrade from v6.19.3.0 to v6.19.4.0

I went for a ride with my family today (Jan 2 2020), came back to sync with my Edge Explore, and Garmin Express said it needed to upgrade to v6.19.4.0. But first it needed to uninstall v6.19.3.0.

The uninstall went fine, but 6.19.4.0 would not install. "Garmin Express could not be installed on this computer. Try installing again"

Of course, I googled, found other  similar situations, and tried everything: rebooting, clearing %temp%, clearing relevant %programdata% directories, running the microsoft tool to fix install/uninstall issues, etc - still no luck. I tried redownloading from garmin US, and Garmin NZ (I am in new zealand). I disabled  Norton, I disabled firewalls. I tried with a device connected, and with nothing connected. I tried installing in different locations. I made sure I had plenty of space. I could not get v6,19,4,0 to install. 

Needless to say, this is frustrating.  I wonder - new year's bug? In any case.. Help?

Other details that might be helpful:

I am running windows 10 pro (v1909, build 18363.535)

I have a Garnmin Edgle Explore (a fantastic bike computer).

It came pre-loaded with the Europe Cycle Map. I purchased the New Zealand cycle map from Garmin and installed it through Garmin Express.

When Garmin Express told me it had things to update on the Edge Explore (before it uninstalled v6.19.3.0) it mentioned having an update for the Europe cycle map (which I ignore since it takes so long to update and I dont use it) and also for a data field (Wind+ I think?) and also some sort of update for my Varia RTL150

I have contributed to Connect IQ community - I have a custom widget on my Explore (I dont see how this would affect the Garmin Express installer when no device is connected to the PC, and everything has been uninstalled/cleared)

As I mentioned, I am in New Zealand.
