I gave up and reset my watch.
It was a PITA but it did cleanup the playlists.
I have successfully placed and removed two playlists with the Garmin Express Windows 10 App.
Be advised that when you delete the playlist with the Garmin Express App. you only delete the playlist and not the songs referenced in the playlist. Cleanup the files in the play list can be a challenge. Some of them will be easy to find by artist or album or even song but others will be in a directory named "Unknown" or have strange names that are meaningless or at best hard to decipher.
