You can create a directory junction to move the Dowloads folder to a different drive (using mklink /J Downloads "X:\path\to\Garmin\Downloads).

I think the enquiry is about temporary place where maps are downloaded first, prior to pushing them to the device (or PC), rather than where these maps are to be installed on a PC.
This is always @ "C:\ProgramData\Garmin\CoreService\Downloads" and cannot be changed. Which is tad inconvenient...
I've been having this problem and this question since years too, the only solution was to use a different computer, but today I went back to trying to do it on my old netbook because I need to and ran into the same problem again. Note that others have commented this is still an issue two years on. It's just rubbish that Garmin won't give you an option for a temporary download location before pushing maps to the device. Can't believe you still can't do it.

Could not get to step 9 of the Registry procedure... Not seeing what I'm supposed to see apparently, things must have changed on Windows and the tutorial is not up to date
Under the "Garmin" Folder in the registry, there is only 1 sub folder named "Express", and in this one, the following files : "default", "elevatedinstallpath", "installlocation" and "rootinstallationdirectory". Any idea where to find that map location to delete?
Do some cleanup of stuff that Garmin Express leaves behind. The big culprits are left over map files that are in C:\ProgramData\Garmin\CoreService\Downloads\Map. Each map there (on a USA machine and recently "Map_Map.NA.2023.20") is about 6.8 GB in size. They can all be deleted although I think it best to keep one, the most recent. Once you clean them up, make sure you empty the Recycle Bin and then retest.
