Try uninstalling then reinstall BaseCamp 

Thanks for the suggestion.  I uninstalled my Mapsource and Basecamp.  Funny thing was Basecamp wasn't listed in the "add remove programs" dialog box.  I had to remove it by trying to install it and selecting uninstall.  I then went into program data, program files (x86), appdata local & roaming, and removed all folders related to Mapsource and Basecamp.  Still no soap.  After re-install, Basecamp still tries to load so many entries in my library column that it lock the program up.  I wish I new where it was gathering that data from.  I would try to clean out that folder or remove the file that refers to all those entries.

Search for Alldata.gdb and delete it as that's what contains your data

A few thoughts: the icons shown in your image of the Device panel seem to indicate they are small sections of a large Garmin US IMG map and BaseCamp is attempting to read them for the first time off your device. Please would you let us know what IMG mapping is on the device and/or the mSD card (if in use), where it came from and how old it is?

I believe BaseCamp caches copies of IMG mapping to your hard drive since it is quicker to render the map than reading it off the device/card. So I am wondering if BC is trying to cache the mapping and because the device USB port is very slow, you may be interrupting that process before it is fully completed, since this might take longer than 30 mins. I would try first  clearing the BaseCamp cache by pressing Ctrl-G twice. Then reattach your device and leave it for at least few hours to see if it completes the file copying and consolidates the map. Then tell us what is displayed in the device panel.

If this doesn't work and you still have a vast list of map icons displayed, then you could try moving the IMG maps off the device (except for the base map gmapbmap.img) to your hard drive and take the mSD card out. Then go to one of the free sources of OpenStreetMap Garmin IMG files (see the list at: http://www.gpsrchive.com/GPSMAP/GPSMAP%2066/index.htm and download a suitable IMG file for a area of your choice to a new card putting it in a \Garmin folder. Put the new card in the device and connect the device to BaseCamp.If this map loads normally, then it must be an issue with the mapping being used.

After I had uninstalled Mapsource and Basecamp and the associated folders and restarted my computer, I reinstalled BC without connecting my Rino 750.  I figured that I had wiped all associated data with my uninstall/deletions.  The "alldata.gdb" file only existed in the recycle bin.  So, I am wondering where BC is getting its command to look for and load all the entries in the library.

To answer the question about what mapping is on the Rino, I had downloaded US_Midwest_OSM_Topo_v34.7z from GMapTool.eu and uploaded only the Michigan segments to the Rino.  The Rino does not have a SD card inserted. This was done on my old Windows 7 machine with MapInstall.exe.  I had long since retired that Windows 7 machine but resurrected it because it had a DVD drive and had all my old mapsource maps on it.  After getting the new topos loaded in the rino, I booted up my Ryzen machine with Windows 10-64 and installed BC.  I connected the rino (BC gave no indication that it recognized the unit) and that is when everything went south.  

I just did the double CNTL-G while BC was in the initial 15 seconds or so where it responds to my commands and then shut it down. I connected the rino to the computer and restarted BC.  The screen anomalies are a little different now but it has settled down to the "not responding" and hour glass icon with the list of numbers in the library.  I'll let it set for a few hours and see if it starts to behave and report back.  If BC caches files, I wonder why I'm seeing Pittsburg related maps populating the library when I only installed Michigan map segments on my Rino.

I have everything in the Rino the way I want it so I am hesitant the remove anything on the unit.  I would just like BC to start up factory fresh without any GPS unit connected and get it to function before connecting the Rino.

In the meantime, to your first question, having looked at the GMapTool.eu site, I think BC is trying to read this mapping which was installed on your PC that wasn't removed during uninstallation despite your best efforts. This would also explain your observation "If BC caches files, I wonder why I'm seeing Pittsburg related maps populating the library when I only installed Michigan map segments on my Rino.". The GMapTool.eu download installs the map on your PC - is there anything in C:Garmin\Maps or C:\ProgramData\Garmin\CoreService\Downloads\Map ?

I suggest you use the JaVaWa GMTK tool https://www.javawa.nl/gmtk_en.html to see if it can find and remove any installed maps from your PC with the aim of getting BC only to display the cream coloured Global Map and nothing else - I agree with your goal.

It is worth noting that most people who make independent Garmin format maps strongly recommend that non-Garmin sourced mapping is only installed on an SD card and not in device internal storage, so it can easily be removed in case of problems. 

I would therefore also use JaVaWa Device Manager https://www.javawa.nl/jdm_en.html to remove any non-Garmin mapping from the Rino internal storage. That should retain your device setup unchanged. (You can backup your setup by copying the .GPF files in the \Garmin\Profiles folder). You then can put the same mapping back on an SD card.  

I would then try downloading a Garmin IMG file of OSM mapping from a different source e.g. https://www.openmapchest.org/maps/united-states/ and follow the instructions for installing on an SD card and put this in your Rino, then attach to your PC and see if BC is now working normally.

The funny thing is, I used my old Windows 7 PC to install the GMapTool map files into the Rino and the GMapTool map files only exist on that PC.  My Ryzen PC that BaseCamp is installed on never saw the GMapTool maps or files.  BTW, I don't have a C:\Garmin folder on the Ryzen PC and C:\ProgramData\Garmin\CoreService\Downloads does not contain a folder called "Map".  The only folders in C:\ProgramData\Garmin\CoreService\Downloads are Application, Firmware, and MarineChart which is related to the Garmin Express application and my Garmin 740s.

I might try to install BC fresh on an old Windows 10 32bit intel laptop that I have lying around to test some theories.  I'll try to get BC running without crashing before I connect my Rino.  Then, if I connect my Rino and things go south, then the maps on the Rino are corrupting the BC installation.  I'll report my findings.

So far, I have the mapping on the Rino just the way I want it so I may not use the javawa.nl tools you suggested although I will keep them in my repertoire.

After 3 hours connected to my Rino, BC still is non-responsive...

Update: I loaded BC on an old laptop.  Works perfect.

My thoughts exactly.  I will delete anything related to Garmin on the Ryzen Machine, reboot, reinstall BC, do the double CNTL-G thing before BC has a chance to lockup, exit BC, reboot, and then see if BC will load and play nice without ever seeing my Rino.  My Rino has some Garmin Fishing hotspots and Garmin Metroguide (detroit area only) loaded on it as well that isn't showing up on the old laptop.  I've confirmed the GmapTool file, the Fishing hotspots, and the Metroguide maps are on the rino.  I'm now wondering if somehow the BC application was finding segments related to my Garmin Bluechart files that were associated with my GPSMAP 740s.  That bluechart covered the entire US I think.

I'll snoop around with those java tools you turned my on to.  I hope it doesn't write anything to the Rino without implicit instructions to do so.

If I find anything that could give us a clue of what is going on, I'll post it.  The following image is my Ryzen Machine via Windows Explorer as of now.  The old laptop BC isn't showing anything related to those other img files (other than gmapbmap.img).
