I have one Tacx activity that looks completed in Tacx Desktop App but it was not uploaded to Garmin Connect. I also noticed that is also not present In Tacx app in the Recent Rides.
Here is what I found in the Tacx App logs:

This was not notified in any way in the UI.
Let me know how I can get the activity into Connect App.
