Lucky you. My vivosmart 4 is doing just the opposite: 0-1flights/ day, when in fact I ascend/ descend an average of 24 flights/day. Wanna trade devices? ( I’d add ”lol”, but this is not funny at all and suggests a serious deficiency with the hardware/ software these devices use to register and calculate data accurately. I hope the developers resolve this problem soon, otherwise, my overall favorable impression of this smart wearable may plummet to the gutter.
Have you solved the problem yet. I walked around a fairly flat lake today which usually gives me 5 flights of stairs 1 hill and today I got 115 flight!

I previously had a Fitbit and decided that the Garmin looked an attractive alternative as it appeared to offer more apps. However, i am getting increasingly aggravated that one of the metrics does not recognise the stairs climbed. It is fine when out and about but when i am confined because of heavy weather the only alternative is to climb stairs. Today I have the watch indicating 8 "flights" yet i have physically climbed the stairs 36 times. This is a poor comparator to the Fitbit which was able to distinguish the number reasonably accurately.
I also have a completely blank face if I left swipe from the clock face...annoying...wish I had stayed with Fitbit!
Since the device is set to measure "city stairs" single homes or homes in smaller communities may not have the 10 foot stair case that high-rises have. As a work around, when using shorter staircases, I put my hand to the floor for a moment before climbing the stairs, then raise my hand over my head when I reach the top. Holding the hand low at the bottom and high at the top might make up the 2-foot difference between stair cases. I do wish that Garmin would recognize that many people do not live in high rise buildings with 10 foot floors. The standard for "stick" homes is 8-foot floors.
