Steps not update

Hi,
Recently I bought my Vivoactive HR. I like it so far though it doesn't display Chinese characters.
BUT, just before I got Move Alert, which I like most. I tried to clear it to walk around and then I noticed the bar is increasing. I switched to Steps widget and found Steps counter didn't change when I walked around.
I reset it. I still have the problem. The Steps count didn't increase when I walked around. AND magically it started working.
I can see there is delay for the Steps widget to update when I switch to it. What I experienced is in a pretty long time (least 20 minutes) it didn't update.
Is this normal? Should I exchange it?

    I am afraid I have to exchange.
    I did:
    1. reset the device
    2. restore factory default
    3. skip connecting to the phone
    4. manually set time
    5. Open Steps Widget and watch count
    It had been 0 for a long time, and then increased following my steps to 24. It stopped there not change for a pretty long time.
    It seemed I swing my arm pretty hard can make it work. the counter can increase following my steps and then stop again.
    I walked a little bit and sit down then opened the Steps Widget and the step count didn't change. It is not slow update. It seemed the sensor is bad.
    Too sad.
