Did you check the pins on the charging cable ? It might be a bad contact that causes the watch to flip-flop between charging and rebooting. I use a paper clip to check if the spring is working properly and clean them regularly. For me charging is always ok, but USB connection sometimes fails due to dust/sweat etc that inhibits a proper connection.
