Garmin vivoactive 3 music not syncing

I have restarted all the devices, reset the data and settings on my Garmin, removed it from paired devices and still it is not syncing or pairing. 

How can I get it to sync?

Hello! What is the error message you receive when trying to sync? Does the watch pair with the Garmin Connect Mobile app?

The error message is: pairing failed - setup was not successful

Are you using Garmin Express on a Mac or Windows? Can you let me know what software version and bluetooth version your watch is on?  Have you been able to pair the watch with your phone before?

I have managed to pair it before. 

It didn't want to sync yesterday so I unpaired it and then it wouldn't pair again. 

Okay, can I have you make sure to remove the watch from both the Garmin Connect App and your bluetooth settings on your phone. Then perform a hard reset on the watch (Press and hold the button until the screen goes blank, ignore the power off and assistance screens, let it sit off for a minute, then turn it on) and then try to pair the watch with the phone again. The hard reset, should also help Garmin Express recognize it as well. 

I just did it and I am given the same Pairing failed message.

Is there anything else I can try? 

I tried your advice again and it paired!!
