counting steps during paddling

I noticed that my Vivoactive 3 is counting steps while I am paddling my kayak (I use the SUP setting to record).

Shouldn't it be shutting steps off during paddling just like it does during cycling?

Will switching to rowing setting stop this?

Perhaps it should, but it doesn't.

It does not shut off during cycling either. Swing your arm like you were walking, and you'll see that steps will be counted during cycling as well.
