I've seen that happen when the watch's time is slightly out of sync. Could Daylight Savings Time be the cause? Have you done a GPS-based activity since then?
Also, if you typically sync with your phone, try using Express instead.
I had the same problem recently with my vivoactive4 watch. I tried everything from rebooting, to reseting my watch (with data deletion). I also deleted all data in my phone app. Nothing worked. Everytime I synced the device (even via the watch wifi menu), I got that same step count of a couple of days ago. A nightmare! The only thing that worked for me was to wipe out the whole data from the server. It can be done from the Connect app/more (3 dots down on the right of the main screen)/settings/profile & privacy/data/Storage & Processing and then tap on the "Opt Out & Delete Data". Of course you will loose everything and have to start over again, but this was the only thing that worked for me after many hours of trying to find the remedy. Such a shame to have such a bug on such a basic metric...Other than that I am very happy with the device in terms of hardware.
