Dear Garmin,

I have Vivoactive 3 , please can you fix Optical Heart rate monitor to be good as Apple, please and thank you !

It's unlikely Garmin will see this. Suggest submitting your issue via their support site https://support.garmin.com if you're having an issue specific to the Vivoactive 3.
