vivoactive HR - probable water damage

This actually about my wife's vivoactive HR.  The watch no longer powers on.  Appears to be "trying" to power on, display is garbled and does not come to full brightness, appears to be some moisture under the lens.  Device was fine in the morning but no longer functional after swimming (didn’t use it to track the workout during the swim, was just wearing it as a watch at this time).  Tried charging it and putting it in a container of uncooked rice to dry it out, but no luck, still won’t power on.  Tried to submit online warranty claim to get an RMA # but it's not available due to being in Canada. - gives me a message saying to go to my "local support site."  So I did, but the website isn't working, the "Get Help" tab has no options to select.  So, I went back the Garmin.com US site, and attempted to use the "Chat" function there, but it pops up a window which says "Retrieving Config - Please wait".....and has been saying that for the last...I'll say about 1 hour.  I cannot for the life of me find anywhere to get hold of someone, even to send an email or SOMETHING.  It's ridiculous, I love Garmin products, I've got literally thousands of dollars tied up in their stuff, but their after purchase support is WOEFULLY lacking.
