Hi,
Let the watch connect to your mobile and start the Garmin Connect mobile app. Go outside to have a clear view to the sky. Try to start an activity and wait for signal (that's marked on the left side of the watch's screen).
The newer firmware allows syncing with phone's a-gps, and it provides faster GPS locking.
I've tried this, and it still won't connect. What's next?

Try syncing with Express to update CPE to Current.
Same here. It was working fine last week and I tried to connect last night when I was going for a walk and it wouldn't connect. Frustrating...
For the Vivoactive 3, selecting Location Pin will start Waiting for GPS, but it never seems to exit from that message. The user needs to exit after a while and selecting Location Pin again will show the location (with real-time updates) and the option to Save. Maybe it's a bug?
