Is the VA3 dual voltage, so I won't need a power converter in Europe, just an adapter?

Ummm... I little bit of confusion here. The VA3 is 5V DC. You can charge it from a USB port or an external USB charger. If your charger can handle alternative 110V/230V voltages, then you're good to go.

That is correct
