5k training plan with Coach Amy - should hill repeats be this hard?

Hill repeats with Coach Amy - I am training for a 5k with coach Amy with a time goal of 30mins, currently in week 6 of my plan. I find most of the drills and runs challenging but enjoyable to varying degrees. However, I find hill repeats are almost impossible to complete without multiple stops and I just realised that I am running on a hill that is only a 2.5% incline where Amy calls for a 5-7% incline, 400m running at a hard pace. Can anyone advise if this seems reasonable (i.e. and I should just keep at it) or if there is some sort of glitch? I have done hill sprints before with other plans (e.g. 30 seconds at full tilt uphill) and gotten on reasonably well. What coach Amy is asking just seems much more intense than the rest of the drills (verging on impossible). Thanks for any insight or advice!!
