Yes, that is correct. You can fit Rally pedal bodies to Vector 3 spindles.

Yes. Purchase the appropriate rally conversion kit. I just last week switched to the RS200 pedal bodies and I find the wider Shimano SPD-SL cleats to be more stable and a better connection than the old Keo-style clears. DC Rainmaker posted good instructions here: https://youtu.be/zxQQ7e2ZGqA. The hardest part is finding a 12mm socket narrow enough to fit inside the pedal body. I had one, but there was no way I was getting my torque wrench to fit, I just hand tightened. If you do a Google search, you will find conversion kits on sale for just under $200.
