Yes. I had the problem and found that by slightly unscrewing the battery cap I could determine the resistance on the pedal. You only have to screw in the cap enough so that you cannot see the rubber ring washer. Screw it in too tight and the pedal does not rotate as freely. Also, I found that they loosened up over time.
Mine does it with or without the battery cap on, there's just a big difference between how easy each spindle moves. I have a ticket in as part of a power spiking issue.
Inspect your pedal bodies to make sure the bearing cartridge is not coming unscrewed, as shown in this advisory:

If you do observe a gap between the pedal body and the cartridge as shown in the diagrams, contact Garmin Customer Service in your area.
Mine is exactly the same regards ti spindle and power spikes.... Did you get it resolved?
