I'd still contact Garmin support. Perhaps they'll offer you a discounted replacement.
The irony is that the black section of the strap looks to be the same material as the HRM-Tri which they don't recommend for use in the pool. I had the same failure 2.5 yrs in (receipt held) no replacement was offered. I guess the best thing to do is call as soon as it starts to fail not once it completely fails. Might be pulling out the sowing machine - surely someone has come up with a simple fix for this!
