Wont power up

Watch froze, saying loading. Eventually went to screen with screen with green arrow pointing up. Tried soft and hard reset after charging for an hour. When I power up it just goes to that screen with the green arrow pointing up. Please help.

make a backup of your device
delete all in folders
- ACTIVITY, REMOTESW, NEWFILES, METRICS, MONITOR, SLEEP

No it doesn’t.

Computer makes sound like when any usb device is hooked up but watch does not show up.
