I had the same now as device was replaced by Garmin. I enabled Physio TrueUp (PTU) at device initialization and checked it's also activated in GC. But device was not known by trainings status page, just saw Edge 830 and former FR935. Even after some workouts I showed the "Use for one week" message. I just disabled PTU on device, synced and checked device settings in GC, it was disabled there also. I enabled PTU in GC and synced. This sync took quite long. But afterwards I had training status on device and in GC ;-) Still, training load is not combined as it seems but that's another topic.
I have the Training Load and Training Status not in sync on my FR935 and Edge530, so I tried these instructions (on both devices actually) but it didn't make any difference. Nowadays I'm only using the Edge 530 to record bike rides and my still watch thinks I'm slacking off and I'm in "Recovery" for a while.
For what it's worth I wrote to Garmin about it, I suspect that the new Edge devices are the reason with their different training status calculations. But who knows, no answer from Garmin yet.
